Ellen Hay

Ms. Hay has extensive knowledge of New York City land use regulations and approval processes. Before joining Wachtel & Masyr, Ms. Hay served as the Land Use Consultant to multiple law firms and most recently Rosenberg & Estis P.C.

Ms. Hay received a Bachelors degree from the University of Miami in geography with a major in urban studies. In 1977 she was admitted as a Certified Planner to the American Planning Association.

Before establishing her practice as a Land Use Consultant, Ms. Hay had extensive experience in government as a planner with the New York City Planning Commission and as the Executive Assistant representing the Manhattan Borough President on the Board of Estimate.

Ms. Hay represents developers, property owners, and tenants on various zoning and land use matters and in the past has assisted numerous law firms in litigation, transactional, and administrative law cases.
